It is not the wheel. It is the front tyres telling you they have gone.
The single most useful thing force feedback does is not rumble or detail. It is the moment the weight drains out of the wheel in the middle of a corner — and almost everybody does the wrong thing with it, because the instinct is to turn more.
A steering wheel is heavy because of pneumatic trail: the grip force from a tyre does not act at the middle of the contact patch but a little behind it, and that offset tries to straighten the wheel. The further behind, the heavier the steering.

Grip rises with slip angle up to a peak — around six degrees for a typical slick — and then falls away. The weight in your hands peaks before the grip does. Push past the limit and the trail collapses: the tyre is still there, still making noise, and the wheel has gone light in your hands.
Do not turn more. A light wheel mid-corner is understeer. More steering angle takes the tyre further past its peak, which makes it lighter still and slower still. Straighten the wheel slightly — bring the slip angle back toward the peak — and the grip, and the weight, come back together.
This is the one thing a wheel teaches that a screen cannot, and it is why force feedback strength matters less than force feedback honesty. A signal cranked up until it clips is a signal that cannot go light, and a wheel that cannot go light has stopped telling you the one thing worth knowing.
Clipping does not feel wrong. It feels strong, which is exactly why it goes unnoticed: the wheel is at full force and every extra newton the tyre generates is thrown away, so the detail at the top of the range — the part that says you are at the limit — simply is not there.
The fix is boring and it works: turn the gain down until the meter stops sitting at the top through the quick corners. You lose nothing but the part that was being discarded.

Pro Engineer reads the force feedback signal the game publishes and shows it with the things that cause it: how much of the car's weight is on the front axle, how much the front and rear tyres are sliding, and lateral load. So a wheel that went light is a picture with a reason next to it rather than a feeling you have to remember until you get to the pits.
